It may appear at first sight that, to dwell on these negotia- tiona of cure with Lesars, Keiss, is out of place, even in a report such
as this.
I venture, however, to recall to your recollection that,
not
only are we continuously facing the danger of Messrs. Keiss & Co.'s pro- orastinations causing the loss of this important business to british interests, but you have specifically stated in your communication to my Jompany of the 4th January last that, if we were prepared to appoint Lesurs. Reiss & Co. our agents, we should come to terms with them as quickly as possible; and, seeing this important aspect of the case, I venture to state, in chronological order, its salient features, showing olearly that my Company, at any rate, is not at fault if we have not com plied with your suggestions of a speedy settlement and if this business
should, after all, pass into non-British handa.
4th January 1916: You were good enough to inform us that Jir F.A.
hay was prepared to recognize Le8875, Reiss & vo. provided we ap-
pointed them our agents at both Hongkong & vanton; and you Bug- gested that, if we were prepared to do so, we should come to terms with them as quickly as possible.
N.B. We had previously, namely in June 1915, made an Agreement with hessrs. Reise, appointing them r.Cheetham's advisors, with a view to a closer working-arrangement later on; and naturally this Agreement con te ined a clause that they were not to do this business' without us, as usual in the circumstances.
Later on, naLely in October last, it was thus agreed to ap- point Messrs. Reiss our agents, subject to the Texas Company's cont sent.
